Frances Armstrong is a woman of many talents. She was born with a sense of style and has always been interested in art, science and business.
Frances graduated from Norfolk State University in 2003. She became a licensed cosmetologist in 1998 and a licensed Cosmetology instructor in 2014.
Since then, she moved from working in a salon to owning her own salon, Salon 403, LLC, in Newport News, Virginia.

Over the years, Frances has been recommended by clients to help with hair loss issues associated with alopecia, cancer and other medical conditions.
She has volunteered with the American Cancer Society's, Look Good Feel Better Program and Wig Fitting Specialist. Eventually, she was being requested by clients to create custom wigs that look natural and like one client stated, "I want to look like myself."
Frances was locally recognized in the media and press for her contributions to providing custom wig services for people dealing with medical hair loss trauma.
Feeling like there can be more to better serve her community, Frances became a certified cranial prothesis specialist, complimenting her vast knowledge in cosmetology.
